In February 2026, the U.S. Supreme Court ruled in Learning Resources, Inc. v. Trump that the IEEPA tariffs imposed beginning in early 2025 were not authorized by statute. CBP subsequently launched the CAPE portal in April 2026 to begin processing refund claims. Terrence founded The Tariff Bureau after nearly two decades of government procurement and contracting work, including consulting engagements supporting Department of Defense procurement through New Towne Constructors LLC from 2006 to 2025. That career was built on the same discipline this firm runs on: federal process is unforgiving, documentation wins, and deadlines are not suggestions.
He has also spent more than twenty years in operations and fundraising leadership for the Georgia Vietnam Veterans Alliance, including service on the Georgia Veterans Day Parade committee — a commitment to Georgia's veteran community that predates and outlasts any business venture.
When the Supreme Court's February 2026 ruling opened the largest tariff refund event in U.S. history, he saw a familiar problem: a federal recovery process that rewards the prepared and punishes the late.
