Japan: Automotive, Electronics, and Precision Equipment Exposure

Japan is consistently among the top five U.S. import sources. Passenger vehicles and auto parts (Toyota, Honda, Nissan, Subaru), consumer and industrial electronics (Sony, Panasonic, Keyence, Fanuc), specialty steel and titanium, semiconductor manufacturing equipment (Tokyo Electron, Shin-Etsu), and precision machine tools all faced IEEPA duty exposure. For Japanese steel, IEEPA was layered on top of existing Section 232 duties — the CAPE refund covers only the IEEPA increment.

CAPE Phase 3, live October 6, 2026, extends eligibility to finally liquidated entries. Most Japanese automotive and electronics entries from early-to-mid 2025 are now finally liquidated and in scope for Phase 3 filing.

Key Issues for Japan Importers

Automotive Parts Complexity

Japanese auto parts often enter under multiple HTS subheadings across many entries. We perform a full entry roll-up by vehicle make and production program to capture every eligible IEEPA duty — many importers underfile by reviewing only their highest-value entries.

Semiconductor Equipment Valuation

High-value semiconductor manufacturing equipment from Japan frequently involves assists, installation services, and software licensing that affect dutiable value. We review the original CF 7501 to confirm the IEEPA duty basis and correct any valuation discrepancies before CAPE filing.

Steel 232 + IEEPA Segregation

Japanese specialty steel and titanium entries subject to both Section 232 and IEEPA must be segregated before CAPE filing. Only the IEEPA duty increment is refundable — combining duty programs on the CAPE submission is the single most common cause of CBP rejection.

Our Japan Refund Recovery Process

Step 1: Import Portfolio Audit

We compile all Japanese-origin entry summaries by commodity type — automotive, electronics, machinery, steel — and calculate total IEEPA duty exposure by HTS code and filing date. High-value categories are prioritized for review.

Step 2: 232 and IEEPA Segregation Review

Steel and aluminum entries are reviewed for Section 232/IEEPA overlap. Only the IEEPA increment is submitted to CAPE. All other entries are verified clean and packaged for Phase 3 submission.

Step 3: CAPE Filing and Disbursement

All filings are coordinated with or executed through a licensed customs broker in accordance with 19 C.F.R. Part 111. We prepare the complete CAPE submission package and manage all CBP correspondence through final disbursement.
